On June 20, 2014, Citizenship and Immigration Canada (CIC) announced a series of changes to the Temporary Foreign Worker Program (TFWP). Data from Employment and Skills Development Canada (ESDC) suggested that the TFWP was not being used to fill ‘immediate and acute’ skills and labour shortages as intended, but instead as a permanent solution to meet labour demand. This issue of Migration Matters examined these changes to Canada’s TFWP, and how they might impact BC.
