BCSIS Virtual Information Session: B.C. Labour Market
In this Virtual Information Session, representatives from the Ministry of Post- Secondary Education and Future Skills will provide an overview of recent labour market trends, considering today’s “tight labour market” and the current state of employment and unemployment in B.C. Recent immigration data will be discussed, and a review of the B.C. Labour Market Outlook will highlight future labour market needs and B.C.’s High Opportunity Occupations.
The B.C. Labour Market Outlook provides a 10-year forecast of the flow of supply and demand for labour in the province. The new Outlook report was released early in February 2023. The forecast gives British Columbians the most up-to-date information they need to make informed decisions on careers, skills training, education and hiring, and it’s a valuable tool for SPOs.
It is important for settlement workers to be familiar with the Outlook, to provide their clients with comprehensive employment support and current labour market information. It specifically includes insights related to immigrants and acknowledges that immigration impacts both the supply and demand side of the labour market. Over one million job openings are expected between 2022 and 2032. In that time, more than 636,000 workers are expected to leave the workforce. As only 474,000 young people will enter the workforce to replace them, newcomers are expected to fill the majority of the remaining job openings. Projections show that 39,000 new immigrants will join B.C.’s labour force each year on average over the next decade. This includes both permanent and temporary immigrants.
It is vital for settlement workers to be able to help their clients plan ahead, in order to ensure that the next decade is filled with opportunity and prosperity.

Jackie Storen, Director, Forecasting, Labour Market Information Office, Workforce Development and Skills Training Division, Ministry of Post-Secondary Education and Future Skills
Jackie and her team focus on developing future-oriented insights on labour demand and supply for industries and occupations for the production of the annual B.C. Labour Market Outlook and to support economic priorities of government. She joined the Forecasting unit in January 2022 and prior to this role, she was the Director of Economic, Business and Trade Statistics following several years as Director of Population and Demographic Analysis, both of which were at BC Stats.
Matt Ayres, Chief Labour Market Economist, Ministry of Post-Secondary Education
and Future Skills
Dr. Matt Ayres is the Chief Labour Market Economist with the Ministry of Post-Secondary Education and Future Skills. Matt heads up the Labour Market Information Office, that consists of two teams. One team is dedicated to forecasting labour market trends (including work on the BC Labour Market Outlook) and produces a 10-year labour market outlook for B.C. The other group focuses on current labour market information and immigration analysis.
