ABOUT THE PROJECT 

As part of the Government of Canada’s response to Russia’s full-scale invasion of Ukraine, Immigration, Refugees and Citizenship Canada has introduced new immigration streams for Ukrainians, who want to come to Canada temporarily or permanently and will expand settlement support for Ukrainians coming to Canada. Ukrainian nationals will continue to arrive in Canada via several pathways, including the Canada-Ukraine authorization for emergency travel (CUAET). 

The Operation Ukrainian Safe Haven project is a national and coordinated communications initiative to bridge and link communications and resources with key stakeholders involved with supporting Ukrainians coming to Canada. A National Secretariat was established under OUSH-OHPU to focus on post arrival planning phase for Displaced Ukrainians coming to Canada. This includes national communication objectives, including referrals for housing offers, donations, volunteers, jobs, and other key orientation resources and communications from provinces and territories.

As part of the National Secretariat, a national steering committee was formed and meets biweekly to support the post arrival phase. Members of the National Steering Committee for Operation Ukrainian Safe Haven include representatives from:

• the Government of Canada and the following federal departments:
  • Immigration, Refugees and Citizenship Canada
  • Employment and Social Development Canada
  • Innovation, Science and Economic Development Canada
  • Service Canada
  • the Public Health Agency of Canada
• provincial and territorial governments
• the settlement and integration sector provincial and territorial coordination hubs
• the Ukrainian Canadian Congress
• other stakeholders, including the Canadian Red Cross.
